Money you pay for the dunes

This is a quote from an article I read in ATV Sport. Is this normal

According to Roy Denner, President and CEO of offroad business association, nearly 1 million of fees collected from campers by the bureau of Land Management at the inperial sand dunes recreation area a.k.a Glamis, has been diverted from park improvements. Denner claims the BLM has used the funds to conduct a four month monitoring program to evaluate the status of the Peirsons milk-vetch plant and other note worthy species

So in aother words the money we spend to pay our dues are used to check out plant and not keep the area upkept, it goes on to say that the dues will probably go up again significantly.
