View Full Version : 2005 Non-Resident OHV Permits & Noise Ordinance
Hi everyone, I'm headng out to Glamis Oct 22-24th and just heard the 2004 permits are not valid after 10/1. Has anyone else heard this? -- This is per the California OHV department.
Second -- Has anyone been hassled by Park Rangers (or others) concerning the noise ordinance that went into effect in 2003? Never got hassled in the Winter/Spring (2004), but figured I would check and see if this has changed recently ..
Thanks..

The Imperial Sand Dune permit starts 10/1 every year. Make sure you get one. As for the noise ordinance we have not had anyone come by to check or complain.
Just a FYi if you have a OHV license plate from AZ you don't need to buy a green sicker for the dunes. You still need the camping permit. Just not the other green sticker.
Thanks AZ Griz & Lucky for the info. Lucky - I've heard different versions of this story on a couple of sites ..
I've got my RV Plate, but no tags as my 400EX isn't street legal .. So I've been told I need my Green CA NR OHV Sticker ...
This gets even more confusing ..
According to the web site http://ohv.parks.ca.gov
*All vehicles that are operated on public lands must be registered with the Department of Motor Vehicles (DMV). The registration fee is $25 per vehicle, and is valid for a two-year period.
*OHV Registration Requirements - In order to operate any type of motorized vehicle off-road on public land, you must have one of the following: Street-Legal License Plate or The Green Sticker Or Red Sticker.
*Nonresident OHV Permits - All vehicles operated off-highway on Public Lands in California are required to be street-licensed or registered as an off-highway vehicle (OHV). If you are visiting California from another state and your vehicle does not have current registration from your home state, you must purchase a California Nonresident OHV Use Permit (sticker) before you go off-roading.
Clear as mud .. err .. sand
All vehicles operated off-highway on Public Lands in California are required to be street-licensed or registered as an off-highway vehicle (OHV).
You said it! It must be street legal "OR" be registered as a OHV which in turn means that if your from another state your ATV/Dirt Bike must have a license plate from your state showing that it has been registered with that state. If you have your license plate from your home state on your ATV/Dirt Bike you will "NOT" need a green sticker (permit). I was told this last year by the authorities and have not had any problems.
What I read of importance from this is in the last paragraph. You need to have a currently REGISTERED vehicle. As long as your bike is registered in AZ and you have the plate/paperwork to prove it you should be safe. Take your RV plate and you will be fine. You WILL still need the camping permit though.

Exactly.
I called the California State Parks — OHMVR Division (Non-Resident Permit Program) at 916-324-4442 and they told me that any out of state OHV vehicle (registered or not) requires a Green sticker ..
So my 400EX isn't registered (not street legal but does have a plate) ... Might just buy the sticker to keep from getting harassed -- and subsequently fined for the noise ordinance, etc ..

This is from the BLM website http://www.ca.blm.gov/elcentro/rules_regs.html
Ca OHV laws apply on Ca. BLM land. There is a link on the BLM site to following information.
STATE OF CALIFORNIA
OFF HIGHWAY VEHICLE LAWS
REGISTRATION.
1. Vehicles operated on federal and state highways, county roads, and BLM's Gecko Road, Gray's Well Road, and McCain Valley must be licensed for highway use.
2. Off highway vehicles owned by California residents must be registered with the California Department of Motor Vehicles and display a valid Green Sticker or Red Sticker Vehicle Identification Tag (38020,38010 C.V.C.) in a clearly visible location on the vehicle. (38170 C.V.C.) View Red Sticker riding schedule. (This link will take you out of the BLM California Web site.)
3. Off highway vehicles that do not have a valid registration or permit from the owners home state (incl. Mexico and Canada) will be required to purchase a California nonresident permit (sticker) through selected vendors in CA, NV, AZ (view vendor list). (This link will take you out of the BLM California Web site.) Permits may also be purchased from CA Dept. of Parks and Recreation 916 324-4442. (38020 C.V.C.)
I have talked to Neil Hamada, the ISDRA dune manager from El Centro, an Az. RV plate (ohv) is all you need.
Remember on big weekends the BLM gets support form alot of other agencies including out of state BLM. They may not know/understand, so don’t be to hard on them, understand it’s different for them to.
I was getting my gear together for the Glamis 10/23 trip and I noticed my 2004 Non-Resident OHV Sticker says (on the bottom) "Valid through December 31st". I guess California OHV Department can't even read their own stickers (*grin*).
Thanks again for all in the input on this topic .. I've got my Arizona RV Plate and won't be buying a 2005 sticker!..
But hey -- at least my 2004 one is still good through December 31st!
